Matthew 5:45 That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust.
God is with unbelievers and believers in different ways. He is with unbelievers externally and with believers internally.
Colossians 1:27 To whom God would make known what is the riches of the glory of this mystery among the Gentiles; which is Christ in you, the hope of glory:
When Christ is not in someone, they have no hope of glory (Heaven).
Ephesians 3:17 That Christ may dwell in your hearts by faith; that ye, being rooted and grounded in love, 18 May be able to comprehend with all saints what is the breadth, and length, and depth, and height; 19 And to know the love of Christ, which passeth knowledge, that ye might be filled with all the fulness of God. 20 Now unto him that is able to do exceeding abundantly above all that we ask or think, according to the power that worketh in us,
There are things that cannot be comprehended by those without Christ in their hearts. They do not know or experience the love of Christ fully and personally. They are not filled with the fulness of God and His power is not yet working in them. God does not work His will in unbelievers as He works it in believers. There is no one and nothing that can work in us like God can. If He is not working in you either you are quenching Him or He is not living in you at all.
Philippians 2:13 For it is God which worketh in you both to will and to do of his good pleasure.
2 Corinthians 4:7 But we have this treasure in earthen vessels, that the excellency of the power may be of God, and not of us.
Those without Christ in them do not have eternal life in them.
1 John 5:12 He that hath the Son hath life; and he that hath not the Son of God hath not life.
John 17:21 That they all may be one; as thou, Father, art in me, and I in thee, that they also may be one in us: that the world may believe that thou hast sent me. 22 And the glory which thou gavest me I have given them; that they may be one, even as we are one: 23 I in them, and thou in me, that they may be made perfect in one; and that the world may know that thou hast sent me, and hast loved them, as thou hast loved me.
The Father is in Christ and Christ is in believers. Those who have the Father and the Son in them also have the Holy Spirit in them.
1 Corinthians 6:19 What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own?
Romans 8:9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.
